Helena Faleiro, ICAO Council member for the Abis group 2013-2016:
"My first contact with ICAO dates back to 1986, when as a member of the Portuguese delegation I attended the 26th session of the ICAO Assembly.
At that time, I was part of the next generation of professionals in the Portuguese civil service and I had the privilege of working closely with some senior staff within the Portuguese DGCA. They taught me the basic principles of the civil aviation sector. I also had the opportunity to be introduced to Dr. Assaid Kotaite, the President of ICAO Council.
Since then, I have participated in several sessions of the Assembly, Air Transport Conferences and many other meetings within the scope of civil aviation, both at bilateral and multilateral level.
This broad experience gave me the tools that I needed during my tenure as a Council member, as Representative of Portugal and of the Abis Group from 2013 to 2016. This period at ICAO was very enriching and I had the pleasure of working with people with much experience and knowledge of the different matters dealt with in ICAO. The proposals to increase membership of the Council and the number of seats in the ANC were two important achievements, which will allow more Member States and more experts to be involved in the ICAO work in the future.
The firm commitment of the ICAO Council as well as the ICAO Secretariat led to a successful session of the Assembly in September/October 2016, in particular with the adoption of the CORSIA Resolution: “Consolidated statement of continuing ICAO policies and practices related to environmental protection – Global Market-based Measure (MBM) scheme”."
